Jeff, I just took a closer look at your title... from the observation! What is an amazing site, Other than during the official 911 memorial, Is this view open to the public?

Yes, GJ, the One World Observatory is open to the public all year round (except on 9/11 anniversary dates--which is why we went on September 10th) and has been open since 28 May 2015. The building opened for tenants on 3 November 2014. Highly recommend getting VIP priority tickets in advance with a scheduled time window at the top.
